D.El.Ed stands for Diploma in Elementary Education — the NCTE-recognised, RTE-2009 two-year qualification to teach Classes I–VIII. In Uttar Pradesh it was originally called BTC (Basic Training Certificate); NCTE renamed it, but the programme is the same.
